Jiangsu Chemical Industry Park recognition, with Dongyangkou Chemical Industrial Park ranking 8th in the province!

Zhonghua Xinxin Network NewsThe results of the chemical park recognition in Jiangsu Province, which have attracted significant attention from the industry, have been officially announced. Nanjing Jiangbei New Materials Science and Technology Park and 14 other parks have been recognized as chemical parks, while Yixing New Materials Industrial Park and 15 other parks have been recognized as chemical concentration areas.

On November 2, the General Office of the Jiangsu Provincial People's Government issued document Su Zheng Fa [2020] No. 94 - "Notice from the Provincial Government on Strengthening the Standardized Management of Chemical Parks and Chemical Concentration Areas in the Province," officially announcing the list of designated chemical parks and chemical concentration areas in the province.

The document simultaneously proposes standardized management opinions from six aspects: scientifically formulating industrial planning, strictly regulating project management, vigorously promoting the implementation of key rectification projects, strengthening dynamic management of tracking and evaluation, properly managing the follow-up work after the cancellation of designated parks (concentration areas), and enhancing the service system for high-quality development of parks.

Chemical parks and chemical concentration areas are important carriers for the high-quality development of the chemical industry’s transformation and upgrading. It is understood that chemical parks are designated in areas where a clear and complete industrial chain or characteristic product aggregation has formed, with boundary protection distances, park wastewater treatment, and hazardous waste disposal meeting requirements, possessing regional planning environmental impact assessments or tracking evaluations, implementing closed management, and having established urban fire stations in 14 parks along the river and coast; 15 parks that basically meet the above conditions but require further construction and improvement are designated as chemical concentration areas.

However, being included in the list is not a one-time deal. The Jiangsu Provincial People's Government will implement tracking evaluation and dynamic management of chemical parks and chemical concentration areas, conducting a comprehensive tracking evaluation every three years. Those that fail the evaluation and cannot rectify within the stipulated time will have their chemical designation resolutely canceled. Chemical concentration areas must increase rectification and improvement efforts in accordance with the recognition methods for chemical parks in Jiangsu Province, and those that meet the conditions can apply for upgrading to chemical parks.

The notice points out that parks (concentration areas) that have their chemical designation canceled must significantly reduce the number of chemical production enterprises, and no new chemical production enterprises or new construction and expansion of chemical production projects are allowed; the people's government of the city where they are located should comprehensively consider specific implementation plans for transformation, adjustment, exit, and transition, and properly manage related follow-up work. Existing chemical production enterprises outside chemical parks and concentration areas that meet the conditions can be designated as key monitoring points for chemicals.
